Powder is a different sport than regular skiing. It rewards different terrain, different snow science, and honestly, a different kind of resort than the ones that dominate the “best ski resorts” lists built around groomers and base villages. A place can have incredible infrastructure and still be a mediocre powder resort, and a place with a parking lot and two lifts can be one of the best powder mountains on the continent.

This list is built around one question: where does it snow the most, the driest, and onto terrain steep and varied enough to actually take advantage of it? That means I’m weighing average annual snowfall, snow density (light Rocky Mountain and interior BC powder skis very differently than heavy coastal Cascade concrete, and both are covered here), and how much of the mountain’s terrain is set up to let that snow accumulate untracked steep enough to hold powder, with avalanche control programs that open it rather than leaving it closed for days.

I’m deliberately leaving off some famous names, or ranking them lower than their reputations, when the powder case doesn’t hold up terrain-for-terrain against resorts most casual skiers have never heard of. No pricing, no crowd data, no family amenities just where the snow is best and where it’s skiable.

This list covers the Western US and Canada only. East Coast resorts, regardless of terrain quality, don’t compete on the snowfall and density criteria this list is built around, so they’re outside the scope entirely.

1. Mt. Baker, Washington

Baker holds the world record for snowfall in a single season, over 1,140 inches in the winter of 1998-99, and averages somewhere around 650-700 inches most years, more than any other lift-served resort in North America. This is Cascade concrete, not Utah fluff, and that matters: it’s heavier, wetter snow that skis differently, demanding more from your legs and rewarding a more aggressive, driving style rather than the float-and-glide approach that works in drier climates.

What makes Baker exceptional isn’t just the volume, it’s the terrain that catches it. The Mt. Baker Ski Area has almost no grooming culture to speak of, this is a mountain built around natural snow, steep glades, and backcountry-adjacent terrain accessed through gates. Shuksan Arm and the backside terrain rival anything in the Cascades for volume and steepness combined. The tradeoff is real: dense, heavy snow means more avalanche activity and a shorter window before it sets up, and the maritime climate means rain-on-snow events happen even at the height of winter. This isn’t the resort for someone who wants dry, cold powder every day. It’s the resort for someone who wants the most snow, period, and doesn’t mind working for their turns.

2. Alta, Utah

Alta is the standard everyone else in this list gets measured against, and for good reason. The Wasatch Range sits in a geographic sweet spot, cold, dry storms coming off the Great Salt Lake dump snow that’s remarkably light and consistent, averaging around 500-550 inches a season at a snow-to-liquid ratio that regularly tops 20:1 or higher. This is “Greatest Snow on Earth” for a reason that predates the marketing.

Terrain-wise, Alta is a powder skier’s mountain built by powder skiers. High Rustler, Eagle’s Nest, and the Baldy Chutes area offer sustained steep pitches that hold snow well after a storm because so much of the terrain requires real commitment to reach. The lift system is old and slow by modern standards, which frankly works in the mountain’s favor it naturally spaces skiers out and the good stuff doesn’t get skied out in the first hour the way it would with high-speed six-packs stacked on top of the same terrain. Alta doesn’t allow snowboarding, which some will see as a flaw and others as part of what keeps the culture and traffic patterns the way they are. Either way, it’s a fact about the mountain worth knowing before you show up.

3. Snowbird, Utah

Snowbird sits right next to Alta, shares the same storm track and the same extraordinary snow quality, and offers something Alta doesn’t: significantly more vertical, steeper sustained pitches, and terrain that goes higher into true alpine exposure. The Cirque, Great Scott, and the traverses off the Tram access terrain that’s genuinely committing, not just steep for a resort.

The snow itself is nearly identical to Alta’s same storm cycles, same low-density powder but Snowbird’s terrain rewards a more aggressive skier. Where Alta’s best terrain tends to be steep-but-contained, Snowbird has exposure, cliff bands, and terrain that can go from a powder run to a genuine mountaineering situation if you don’t know where you’re going. That’s a feature for the right skier and a real hazard for the wrong one. The Tram itself is a mixed blessing for powder purposes it moves a lot of people to the top fast, which means the alpine bowls get skied out faster than the more spread-out lift network at Alta.

4. Revelstoke, British Columbia

Revelstoke has the most vertical drop of any resort in North America over 5,600 feet and virtually all of it can be powder terrain in the right conditions. The snowfall here, around 400-450 inches a season, is lower on paper than some other entries on this list, but the way it’s distributed across that enormous vertical, combined with a genuinely wild snow safety program that opens huge amounts of alpine and treeline terrain, makes this one of the most complete powder mountains on the continent.

What sets Revelstoke apart is the range: you can start a powder run in exposed alpine bowls above treeline and ride it down through thousands of feet of perfectly spaced old-growth glades without the terrain ever feeling repetitive. The North Bowl and the alpine terrain off the Stoke chair are genuinely serious, and the cat-skiing and heli-skiing operations based out of the same town extend the terrain even further for those willing to pay for it. The catch is access and reliability Revelstoke is a smaller town in a more remote part of BC than Whistler or the Kootenay resorts, and the alpine terrain is weather-dependent in a way that can shut down the best parts of the mountain for days at a time.

5. Jackson Hole, Wyoming

Jackson’s reputation is built on steepness first and snow second, and that ordering is basically correct this isn’t the deepest or driest snow on the list, averaging around 450-480 inches. But the terrain is genuinely unmatched for skiers who want powder on serious, sustained steep pitches. Corbet’s Couloir gets the headlines, but the real powder terrain is in Rock Springs Bowl, the Hobacks, and the terrain off the Aerial Tram and Casper Bowl, where you can find steep, wide-open powder fields that hold snow for days after a storm because so much of it requires real fitness and comfort on exposed terrain to reach.

The snow itself trends a bit denser than Utah’s because of Jackson’s location and elevation profile, but it’s still good quality by Rocky Mountain standards. What makes Jackson stand out on a powder-specific list is how much genuinely steep, avalanche-controlled terrain opens after a storm compared to resorts with similar snowfall totals this is a mountain built for aggressive skiers, and it shows in what’s accessible versus what’s closed.

6. Fernie, British Columbia

Fernie sits in its own snowbelt in the Elk Valley, and the five alpine bowls that make up the skiable terrain here are about as good a natural design for powder skiing as exists anywhere on this list. Averaging around 350-400 inches, Fernie’s numbers are lower than the resorts above it, but the terrain-to-snowfall ratio is exceptional  nearly the entire mountain is built around bowl skiing rather than groomed cruisers, and the tree skiing in the lower bowls (which we covered on its own merits in an earlier piece) extends the powder terrain well below the alpine.

The snow here tends to be lighter and drier than you’d expect from a resort this far into the interior, a product of the specific way storms get funneled into the Elk Valley. Lizard Bowl, Cedar Bowl, and Currie Bowl offer sustained powder terrain that isn’t overly technical, which makes Fernie a slightly more accessible version of the steep-and-deep experience than Jackson or Snowbird a strong intermediate powder skier can genuinely access most of what makes this mountain great, not just experts.

7. Kicking Horse, British Columbia

Kicking Horse doesn’t get the snowfall numbers of some resorts on this list it averages around 250-300 inches, noticeably less than Fernie or Revelstoke but the terrain more than compensates. This is genuinely some of the most extreme lift-served terrain in North America, with over 40% of the mountain classified expert-only, and the alpine bowls above treeline hold powder exceptionally well because so much of the terrain is steep, technical, and requires real commitment to reach.

CPR Ridge and the alpine bowls accessed from the Stairway to Heaven chair are the standouts big, sustained powder faces with real consequence if conditions aren’t right, which is exactly why the snow stays untracked longer here than at resorts with similar or greater snowfall but gentler terrain. This is a resort where the terrain, not the storm totals, does the heavy lifting for its powder reputation, and it’s worth being upfront that a below-average snow year hits Kicking Horse harder than it hits resorts with a bigger cushion of total snowfall.

8. Wolf Creek, Colorado

Wolf Creek gets more snow than any other resort in Colorado, averaging around 430 inches a season, and it does so with essentially no snowmaking and minimal grooming culture this is a natural-snow mountain in a state mostly known for engineered snow reliability. We ranked Wolf Creek highly in our tree skiing piece for the same underlying reason it belongs here: the storms hit this specific spot in the San Juans harder and more consistently than almost anywhere else in the state.

The terrain isn’t the steepest or most technical on this list, but the sheer volume combined with a lift system that’s never overwhelmed by crowds means untracked powder is available here days after a storm in a way that’s simply not true at bigger-name Colorado resorts. Alberta Peak and Horseshoe Bowl are the highlights for open powder terrain. The tradeoff is real and worth stating plainly: this is a small, remote resort with a limited lift network and basic infrastructure. You’re trading amenities for snow, full stop.

9. Red Mountain, British Columbia

Red Mountain’s terrain is enormous relative to its lift infrastructure over 4,200 acres across three peaks, much of it ungroomed and unmarked, which puts a real premium on route-finding skill to access the best powder stashes. Snowfall averages around 300 inches, solidly good but not table-topping, and what elevates Red on a powder-specific list is how much of that terrain stays untouched simply because it’s spread across so much area with comparatively few lifts and skiers.

Grey Mountain’s north-facing glades and the alpine terrain on Granite hold snow exceptionally well, and this is a mountain where a skier willing to hike a bit or explore unmarked terrain will consistently find powder that’s been gone for days at busier resorts. This was one of the lesser-known standouts in our tree skiing ranking too, and the same logic applies here Red’s reputation lags its terrain quality, which is exactly the kind of gap this list exists to point out.

10. Grand Targhee, Wyoming

Targhee sits on the western, windward side of the Tetons, which means it catches significantly more snow than Jackson Hole just over the ridge averaging around 500 inches, among the highest totals of any resort on this list, and with a snow quality that’s consistently lighter and drier because of the specific storm track and elevation profile here. This was a standout pick in our tree skiing ranking, and the powder case is just as strong.

What Targhee lacks compared to Jackson is extreme, technical terrain  this is a mountain built around wide-open bowls and well-spaced glades rather than couloirs and cliff bands, which actually makes it a more approachable deep-powder experience for a broader range of skiers. Mary’s Nipple and the South Bowl area consistently offer some of the most reliable, least-technical deep powder terrain in the Rockies. The lift network here is limited and the resort itself is modest, which keeps skier volume down and directly benefits how long powder stays untracked after a storm.

11. Silverton Mountain, Colorado

Silverton is the most extreme entry on this list by a wide margin, and it needs a different kind of disclosure than the others: this is a single-lift, guided-access-only mountain (unguided access is limited to specific days) with no grooming, no easy terrain, and an avalanche control program covering some of the steepest lift-served terrain in North America. Averaging around 400 inches in a genuinely wild part of the San Juans, the snow here is excellent and the terrain access is deliberately minimal.

This isn’t a resort for the majority of skiers, even strong ones the terrain is uniformly steep and often exposed, and the guiding requirement (for most of the season) reflects genuine avalanche and terrain hazard, not just marketing. For an expert skier specifically hunting untracked, high-consequence powder terrain, Silverton has less competition for snow than anywhere else on this list, for the obvious reason that the terrain and access model self-select for a small, expert population.

12. Whistler Blackcomb, British Columbia

Whistler’s size and vertical are legitimately enormous, and the alpine bowls on both mountains Symphony, Harmony, Blackcomb Glacier offer genuine deep-powder terrain when conditions align. Snowfall averages around 400-460 inches depending on elevation, which is a very good number. But Whistler’s coastal location means a meaningfully higher rain-on-snow risk than any interior BC resort on this list, including Revelstoke, Fernie, or Red Mountain, and that’s worth being direct about rather than glossing over because of the name recognition.

When it’s cold and the storms line up right, Whistler’s alpine terrain is as good as almost anything on this list the sheer scale means there’s simply more terrain to spread skiers across after a storm than at smaller resorts. But the snow quality is more variable and weather-dependent than the interior resorts ranked above it here, and a significant number of storm cycles here arrive as rain at village elevation even during a good winter. This is a case where the resort’s overall reputation outruns its powder-specific consistency compared to less famous interior options.

13. Steamboat, Colorado

Steamboat’s marketing built an entire identity around “Champagne Powder,” and the snow quality claim actually holds up reasonably well Colorado’s typically dry climate combined with Steamboat’s specific location gives it a genuinely light, low-density snow averaging around 350 inches a year. The terrain, though, is where this resort ranks lower than some smaller names on this list: much of Steamboat’s best powder terrain is well-spaced tree skiing (Sunshine Peak, Pony Express) rather than the steep alpine bowls that define the top of this list, which means it’s an excellent, approachable powder mountain rather than an extreme one.

That’s not a knock it makes Steamboat one of the more accessible entries here for a strong intermediate or advanced skier who wants genuine powder without the exposure of Jackson or Kicking Horse. But terrain-for-terrain against a place like Fernie or Wolf Creek, Steamboat’s snow is excellent while its powder-specific terrain is a notch less committing, which is exactly why it sits in the middle of this list rather than the top.

14. Crested Butte, Colorado

Crested Butte has some of the most extreme inbounds terrain in the country the North Face, Peel, and Third Bowl offer genuinely steep, technical powder skiing that rivals anything at Jackson or Kicking Horse. The problem, purely from a powder-volume standpoint, is snowfall: Crested Butte averages around 300 inches, a solid number but meaningfully behind the wetter, snowier resorts ranked above it, and storms here can be more sporadic than the consistent snowbelts of the Elk Valley or the San Juans.

What keeps Crested Butte on this list at all is how well its terrain holds what snow it does get the extreme pitch of the best runs means powder here survives longer after a storm than it would on gentler terrain with the same snowfall. This is a mountain where the terrain does more work than the storm track, which is the same dynamic that puts Kicking Horse higher on this list, just with a slightly less favorable snowfall number working against it here.

15. Snowbasin, Utah

Snowbasin closes this list as a slightly less extreme, less discussed alternative to its more famous Wasatch neighbors. It sits in the same storm track as Alta and Snowbird and gets genuinely excellent, dry Utah powder averaging around 300 inches, a bit less than Alta or Snowbird see, but with a snow quality that’s just as good given the shared geography.

The terrain is the real differentiator here: Snowbasin has fewer extreme lines than Snowbird and less of a cult powder culture than Alta, with a lift network and grooming operation that’s more balanced toward a broader range of skiers. That makes it a legitimately good powder mountain that simply doesn’t get skied as hard as its Cottonwood Canyon neighbors, which means storm snow tends to last a bit longer here than the numbers alone would suggest. It’s not going to out-ski Alta or Snowbird terrain-for-terrain, but as a slightly overlooked option in the same weather system, it earns its spot on this list.

A note on what’s not here: Big Sky, Park City, Vail, and Aspen Snowmass are all excellent resorts by most measures, but none of them made this specific cut. Big Sky’s snowfall and terrain are both good but don’t stand out against the resorts above it here. Park City and Vail are built more around groomed terrain volume and lift infrastructure than powder-specific terrain design. Aspen Snowmass has pockets of excellent powder terrain but nothing that outranks the dedicated powder mountains on this list terrain-for-terrain. None of that makes them bad mountains it just means they’re not the strongest fit for a list built specifically around powder snow and terrain.
